O TBM 700 voou pela primeira vez em julho de 1988 e recebeu certificacao DGAC francesa em janeiro de 1990, com primeira entrega no mesmo ano. Foi desenvolvido como joint venture entre a Socata (subsidiaria da Aerospatiale) e a Mooney Aircraft Corporation americana, o nome TBM vem das iniciais Tarbes (sede da Socata na Franca) + Mooney. A Mooney saiu da parceria em 1991 enfrentando dificuldades financeiras e a Socata (depois Daher) seguiu sozinha com o programa.
O modelo evoluiu em quatro grandes versoes: 700A (1990, MTOW 6.578 lb), 700B (1999, MTOW elevado para 6.579 lb e cabine remodelada), 700C1 (2003, novo trem de pouso e ar condicionado mais potente) e 700C2 (2004, MTOW 7.394 lb, ultima variante antes do 850). Aproximadamente 320 unidades 700 foram produzidas ate 2006, quando a linha foi substituida pelo TBM 850.

O TBM 700 entregou pela primeira vez performance proxima de jato (300 kt cruzeiro, FL310, 1.350 nm) em uma plataforma single-engine com fuel burn de apenas 55 gph e custo operacional na faixa de US$ 700/hora, metade do que custaria um Citation I ou Beech King Air F90 em missoes equivalentes. Isso abriu o segmento de turboelice rapido para proprietario-piloto.
A fuselagem, asa e empenagem desenvolvidas no TBM 700 sao essencialmente as mesmas usadas no TBM 850, 900, 910, 930, 940 e 960. Type rating TBM700 cobre toda a familia ate hoje, o que da liquidez ao 700 no mercado usado: pilotos podem fazer transicao para variantes mais novas sem retreinamento completo.
As variantes 700A e 700B saiam de fabrica com paineis analogicos Bendix-King e EFIS pequeno opcional, defasado em comparacao ao Garmin G1000 que viria no TBM 850 a partir de 2008. Operadores que mantem 700 hoje frequentemente investem US$ 100-200 mil em retrofits de Garmin GTN 750, GFC 600 autopilot e ADS-B Out para manter o avião voando em espacos aereos modernos.
Com MTOW de 6.578 lb na 700A (vs 7.394 lb do C2 e 7.605 lb do TBM 850 em diante), o 700 tem useful load mais limitado, ~2.230 lb contra 2.690 lb do TBM 940. Em missoes full-fuel, o 700A carrega tipicamente 4 ocupantes adultos com baggage modesto; passageiros pesados ou bagagem grande forcam reducao de combustivel e queda no range.
A Mooney Aircraft Corporation, que originalmente compartilhou desenvolvimento do TBM 700, saiu da parceria em 1991 enfrentando crise financeira e nunca participou da producao em serie. A Socata operou o programa sozinha ate ser adquirida pela Daher em 2009, formando a Daher-Socata e depois apenas Daher Aircraft. Hoje todas as aeronaves da familia TBM sao branded Daher e produzidas em Tarbes, Franca.
